Many models of decision making is a loop to people. Making decisions is a loop to the commander who is in charge of naval gun shooting in general. Making decisions is also psychological. A chaotic model based on Lefebvre model is built, the chaotic phenomenon in making decisions is analyzed, also some advices on the training of the commander are proposed. There is a certain reference value to the training of the commanders and the study of the simulation of people in loop system.
